National Committee on Climate Finance : PM Tarique Rahman President, Environment Minister Mintoo Vice -President

To bring climate financing, carbon credits, and carbon trading under an integrated and effective national framework, the government has formed a 25-member National Committee on Climate Finance (NCCF).

According to a notification issued by the Ministry of Environment, Forest and Climate Change on September 1, Prime Minister Tarique Rahman will head the committee as its President . Environment Minister Abdul Awal Mintoo has been appointed as the vice-president , while Dr. Md. Saimum Parvez, Special Assistant to the Prime Minister for Environment, Forest and Climate Change, will serve as the coordinator.

The Secretary of the Ministry of Environment, Forest and Climate Change will act as the member-secretary.

Key members of the high-level committee include State Minister for Environment, Forest and Climate Change Sheikh Faridul Islam, Special Assistant to the Prime Minister on Health Dr. S.M. Ziauddin Haider, and Prime Minister's Advisor for Education, Primary and Mass Education, Expatriates' Welfare and Overseas Employment, and Labour and Employment Mahdy Amin. Other members comprise the Principal Secretary to the Prime Minister alongside secretaries from 17 key ministries and divisions, including local government, foreign affairs, economic relations, disaster management, land, power, energy, industries, commerce, transport, civil aviation, shipping, railways, agriculture, fisheries and livestock, and water resources.

Operating under the direct leadership of the Prime Minister, the committee will establish national visions, strategic priorities, and overall policy guidelines regarding climate finance and carbon credits. It is tasked with advising on the formulation and implementation of Bangladesh's national carbon credit and climate finance framework in alignment with international commitments like Article 6 of the Paris Agreement, supervising the Designated National Authority (DNA), finalizing relevant policies and guidelines, engaging with international development partners, and resolving inter-ministerial policy complexities.

According to the notification, the committee will convene at least twice a year—though meetings can be called anytime if needed—and holds the authority to co-opt new members as required.
