ACC investigating corruption of Cox's Bazar Dist Council Chairman Moshtak Ahmad Chowdhury

The Anti-Corruption Commission has started investigation into corruption of of former chairman of Cox's Bazar Zilla Parishad, Moshtak Ahmad Chowdhury recently.

ACC has ordered an investigation into the misappropriation of money by the leasing company by creating fake promissory notes.

According to the notice of Cox's Bazar District Anti-Corruption Commission signed by ACC Deputy Director Khan Md. Mizanul Islam memo No.-00,01,2200,623,01,046,24/- says that he concealed the information and created a deed with the signature of a fake owner of the land he had previously sold and received about 17 crore taka (16,68) from the People's Leasing Company. ,05,897) has ordered the Anti-Corruption Commission (ACC) to investigate the embezzlement. The victims have submitted a written complaint to the ACC chairman to investigate the incident.

Chairman of Cox's Bazar Zilla Parishad, Moshtak Ahmed Chowdhury and others were accused of embezzling Tk 16,68,05,897 from People's Leasing and Financial Company through fake affidavits. Director General (Investigation-2) Division of Anti-Corruption Commission Head Office E/R No.-2/06/24 has stated that in view of the above matters and sources, it is informed that the said complaint has been completed in accordance with the investigation procedure rules and the Deputy Director for investigation report,

A decision has been taken by the commission to appoint an investigating officer himself or under him at the district office of the Anti-Corruption Commission in Cox's Bazar. It is said that the Self-Regulatory Officer will perform the duties of the investigating officer in the said investigation work.

In this situation, the Anti-Corruption Commission rules 2007 (revised 2019) completed the investigation and submitted the report (copies of the documents/records in favor of the opinion/recommendation and flags the report) and directed to take necessary action.

Sources say that between 1986 and 2005, the famous zamindar Mostak Ahmad Chowdhury sold the land to the people of different areas including Chaufaldandi for his own money. For 35 years, the beneficiaries of the said land have been occupying the land by creating khatian in their own name and paying annual rent.

Many people sell khatian mule created in their name and they are also taking advantage. Many houses, shops, ponds and other institutions have been built on the said land.

Accidentally in 2007, a company in Dhaka called Y.R.S. Md. Md. Dijal Islam, Managing Director of Iprem Bangladesh Ltd., located on New Bogra Road, Sayadhangarh, Sirajganj, near Fashion Concept Ltd., Father - Md. Yakub Hossain Sang- Sayadhangarh (New Bogra Road) and present address- 16 D Karnak District 19/1 Paschim Panthpath Dhaka No. 798 21/03/2007 and created fraudulent affidavit showing both addresses.

And through the combination of the said Ammoktarnama, the under-scheduled land was created under the mortgage deed No. 3698 Y.R.S. Formed a fake company called Fashion Concept Ltd.

After reviewing the documents of the case, it can be seen that the name of the director of the company is Mostak Ahmad Chowdhury, the name of the petitioner in order No. 3. The chairman and director of the company named Y, RS, Fashion Concept Ltd. took a loan of Tk 16 crore 68 lakh 5 thousand 897 from People's Leasing and Financial Services Limited, a financial institution of Dhaka, by mortgaging the following land. Later, without paying the loan, he started Talbahana by dividing the shares.

Later, People's Leasing and Financial Services Limited authorities filed a case against fake YS company in 320/2013 in Finance Court Dhaka-2 as plaintiff. The fake company called the case without any objection and response. The court passed a decree for recovery of money on behalf of People's Leasing Company. Later, the listed lands were auctioned through the court based on the loan issue case No. 71/2015 of the Court of Finance.

On this occasion, while miking and drumming in the area, the affected poor and helpless land owners came to know that their purchased land, Mostak Ahmad Chowdhury formed a fake company and secretly mortgaged the land sold to them and took a loan of Tk 17 crore 29 lakh 53 thousand 784. Currently, the alleged directors of the company are absconding.

The local helpless landowners who suffered in the said matter resorted to the Hon'ble Money Debt Court in Cox's Bazar for legal remedies against taking loans by re-mortgaging the farmers' land through fraud. Which has already been investigated by the Deputy Director of Cox's Bazar ACC.
