Sub-Registrar approves 65 land deeds for wanted terrorist on eve of transfer, outage  in Sitakunda

Staff  Correspondent

Widespread administrative unease has erupted across Chattogram following revelations that Sitakunda Sub-Registrar Raihan Habib registered 65 land deeds belonging to top fugitive terrorist and criminal mastermind Md. Yasin just hours before his scheduled job transfer.

The expedited transaction, executed secretly at the Sitakunda Sub-Registry Office on Wednesday (October 28)  involves high-value property within Jangal Salimpur and Alinagar—a sensitive hilly belt containing over 3,100 acres of government khas land valued at thousands of crores of taka.

Md. Yasin, the head of the notorious "Yasin Bahini," is the primary accused in the murder case of Rapid Action Battalion (RAB-7) Deputy Assistant Director Naib Subedar Motaleb Hossain Bhuiyan, who was beaten to death during an operational raid in Jangal Salimpur on January 19, 2026. Following a massive 3,200-member joint operation by the Bangladesh Army, RAB, Police, and Border Guard Bangladesh (BGB) on March 9, state control was restored over the area, forcing Yasin into hiding.

The rapid approval of 65 sale deeds for Yasin's properties occurred following a Ministry of Law administrative order issued on Monday transferring 85 sub-registrars nationwide, directing them to relinquish duties by Thursday. Taking advantage of the transition window, former Chattogram District Bar Association General Secretary Nazim Uddin submitted the final transfer applications on Yasin's behalf on Wednesday, leading the outgoing official to issue the registered deeds without higher verification.

Following immediate verbal intervention from Chattogram Deputy Commissioner Mohammad Zahidul Islam Miah, the Ministry of Law stayed Sub-Registrar Raihan Habib's transfer order for seven days to facilitate a formal investigation.

Additionally, Sitakunda UNO Fakhrul Islam summoned and interrogated Habib regarding potential abuse of authority.

Defending his actions during questioning, Habib claimed the land records held valid mutation certificates and updated land development tax receipts. He acknowledged that the fugitive accused was not physically present and that applications were submitted solely through his legal counsel, arguing that no formal administrative restriction or "red tape" ban was explicitly placed on Jangal Salimpur land transfers within his office registry.

Chattogram Deputy  Commissioner Mohammad Zahidul Islam Miah confirmed on Thursday that the district administration formally requested the Ministry of Law to institute exemplary disciplinary and legal proceedings against the officer. An official inquiry led by ministry authorities remains underway to assess the legality of the deeds and hold responsible parties accountable.
