Chittagong Development Authority ( CDA) has implemented several projects during the 15 years of the Awami League government.

Many people associated with the projects are accused of getting financial benefits through the project.

After the resignation of the Sheikh Hasina government in a mass coup by students on August 5, dissatisfaction in the CDA also increased. When the wind of change is blowing all around, the non-placement of some engineers in the CDA has given rise to extreme anger. Kazi Hasan bin Shams exerted a lot of influence directly and indirectly to remove him from the post, but nothing was done.

The CDA officials alleged that he has enjoyed exclusive benefits with the indulgence of the authorities for the last 15 years.

Officials complain that nepotism is going on in the implementation of the projects. Officers chosen by the authorities have been appointed PDs.

According to reliable sources, Chittagong Development Authority (CDA) Chief Engineer Kazi Hasan Bin Shams and a syndicate consisting of some dishonest officials are carrying on the bribe trade worth billions of taka.

Bribery makes the impossible possible, one person's land is passed in the name of another's plan only as a result of this syndicate's bribe trade. And if the bribe is not paid, the service seekers are also harassed in legal work. A reliable source confirmed on condition of anonymity that a list of corrupt officials of CDA has reached the Chairman recently. Those concerned said that a clean-up operation will be carried out soon to remove the public nuisance.

According to sources, a corrupt circle has been using the CDA as its own property for a long time. By harassing the service seekers, they themselves have grabbed crores of rupees. Due to the misdeeds of this cycle, CDA has become a 'danger' to the common people. Instead of service, there was harassment and suffering.

According to the list held by the chairman, one of the syndicates is plan organization and extortion of bribes for issuing No Objection Certificate (NOC). Chief Engineer Kazi Hasan bin Shams is in the leadership of this list, urban planner Isa Ansari, authorized officer 2 Md. Hasan, Authorized Officer 1 Md. Tanjim Ahmed, assistant city planner. Abed. Another syndicate includes PD Mainuddin, Abu Hena Manju, Land Javed, Inspector Tofail, Shahriar, CBA's Bakkar, Mainuddin's peon and CBA leader Nasir Khan.
According to sources, this gang used to take bribes ranging from 5 to 25 lakhs to pass each plan. 70-80 plans were passed in board meetings in a month.

Almost every person used to earn Tk 50 to 60 lakh illegally every month. Authorized Officer Hasan Syndicate used to earn more than half a crore per month from this work. Accountant Najer is closely related to them.

Hasan, Shahdat, Qazi Hasan bin Shams, CBA leader Nasir Khan, Tipu, Javed and others embezzled the entire amount by taking CDA's fee cash money and sleeping aid.

The source claims that half of the revenue cannot be accounted for in the accounts of 1991-2024. Under the supervision of Land Abu Hena Manzoo, Hasan bin Shams allegedly harassed the customer and extorted huge sums of money through transfer of land files. As a result CDA lost huge amount of revenue. And the people started throwing hate towards the CDA after being harassed.

Sources said that despite CDA being a service institution, a syndicate of some unscrupulous officials has turned it into a hotbed of corruption. After the fall of the government, the new chairman has taken a strict stand to prevent all misdeeds. A list of corrupt officials has also been drawn up to prevent corruption. Their activities are being monitored very carefully. Action is being taken if any irregularities are found.

As part of this recently Authorized Officer-2 Md. Hasan has been accused. Cases No. 40/2012, 41/2012 and 43/2012 are pending against him in Chittagong Metropolitan Senior Special Judge Court.
