Freedom fighter insulted for talking about project : Complaint filed to ACC for corruption against Executive Engineer of Noakhali Public Health Department

Freedom fighter Abul Kalam Azad, Convener of the district unit of the Freedom Fighters' Association, has filed a complaint with the ACC against Saiful Islam, an engineer at the Public Health Department in Noakhali, for irregularities and corruption.
According to local residents and eyewitnesses, on August 8, 2025 , freedom fighter Abul Kalam Azad went to Executive Engineer Saiful Islam with an application to install a tube well in the area of Chonkhola Mazar Complex. He, without listening to the words of freedom fighter Abul Kalam Azad, started behaving in various disrespectful ways. At one stage, he attacked the freedom fighter and insulted him severely. Later, the officer-in-charge of Sudharam Model Police Station, Md. Kamrul Islam, came to the spot and brought the environment under control. Meanwhile, on 17/8/25, freedom fighter Abul Kalam Azad complained to the Chairman of the Anti-Corruption Commission against the irregularities, corruption and arbitrariness of Executive Engineer Saiful Islam.
According to the complaint, Saiful Islam, the executive engineer of the Noakhali District Public Health Department, got involved in arbitrariness, irregularities and corruption a few months after joining here. If anyone said anything against him, he was harassed in various ways. He has made the entire office a den of corruption by building friendships with certain contractors. No matter how many project tenders are in this office, the contractor company of his choice gets the tender work. In the last fiscal year 2023-24, a total of 7 groups of tenders were held. In the said tender, multiple contractors participated in the tender. Although the lowest bidder was supposed to get the work, he helped the highest bidder contractor get the work through irregularities and corruption. Which he did in a manner that was against government rules. It has been alleged that he took a bribe of 1 crore taka from the contractor who got the work. As a result, the government has lost crores of taka.
The complaint further states that out of the 2024 flood and cyclone compensation allocation of Tk 2 crore, Executive Engineer Saiful Islam embezzled most of the money by creating bill vouchers using fake documents. In addition, he unethically deducted 5% of the bill as PC money while approving the work and paying the bills of the contractors who got the work. In this way, he embezzled crores of Tk from each project through irregularities and corruption.
In this regard, the accused called Saiful Islam, the executive engineer of the Noakhali Public Health Department, on his mobile phone several times, but he did not receive the calls.
