
Senior Secretary of Land Ministry says: Honesty, ethics are magic that can eradicate corruption

Senior Secretary of the Ministry of Land, ASM Saleh Ahmed, said that government procurement management is not merely an administrative task; rather, it is the key to good governance, transparency, and gaining public trust.
“If we can conduct procurement activities following rules and regulations while making maximum use of technology, development projects can be implemented quickly, efficiently, and sustainably. It is through the magic of honesty and ethics that corruption will be eliminated,” he remarked.
He made these observations while speaking as the chief discussant at a learning session on “Public Procurement Management (PPR-2025)” held at the conference room of the Ministry of Land on Wednesday.
The session was conducted by former Secretary and former Executive Chairman of the National Skills Development Authority, Md. Faruk Hossain.
The Senior Secretary further said that the government has introduced e-GP (Electronic Government Procurement), marking a revolutionary change in public procurement. From tender invitation to evaluation and contract signing — everything now takes place on an online platform. This has significantly reduced time, cost, and irregularities. However, he noted, alongside technology, “we must integrate ethics, skills, and integrity; because if there is moral weakness, no system can ever be 100% effective.”
He emphasized that transparency is not just an administrative rule — it is a value. If we uphold this value, efficiency, cost-effectiveness, and trust in public procurement can all be achieved. “Procurement decisions and actions should be based on truthfulness, honesty, fairness, responsibility, and transparency. At every stage of the government procurement process, respect for laws, policies, professional standards, and social accountability is essential,” Senior Secretary added.
Former Secretary Md. Faruk Hossain, who also served as the Executive Chairman of the National Skills Development Authority and acted as the session trainer, stated that the Ministry of Land is the first ministry to organize this “Learning Session on Public Procurement Management (PPR-2025).”
He outlined the major changes and features of PPR-2025, includingby.ndatory use of e-GP, apolition of the 10% plus-minus rule for internal procurement and disclosure of actual beneficiaries’ information.
The learning session was attended by Chairman of the Land Reform Board A.J.M. Salauddin Nagri, Director General of the Department of Land Records and Surveys Md. Saidur Rahman, as well as Additional Secretaries and other senior officials of the Ministry.
