
School teacher’s daughter Popy from Kishoreganj becomes DC

As the national poet Kazi Nazrul Islam wrote, “Whatever great creation exists in the world, half of it was made by women, half by men.” This line from his poem “Nari” is often cited in Bengali grammar as an example of bhaab sangrahan (expansion of meaning). Indeed, women in Bangladesh have made remarkable progress compared to the past.
A shining example of this is Afsana Bilkis (Popy), daughter of the late Shamsunnahar and a resident. of Nanshree (West Almadi) Para in Karimganj Upazila, Kishoreganj. She has recently been promoted to Deputy Commissioner of Madaripur.
This announcement was made on Wednesday ( Oct 15 ). through a government notification signed by Aminul Islam, Deputy Secretary, Ministry of Public Administration.
Afsana Bilkis is an officer of the 25th batch of the BCS Administration Cadre. She has previously served as the Deputy Secretary in the Financial Institutions Division before her posting as Deputy Commissioner of Madaripur.
Her family has a strong tradition of public service..Her elder sister, Mahbuba Bilkis, of the 24th BCS Administration Cadre, currently serves as Joint Secretary in the Health Services and Family Welfare Ministry and her younger brother, Abdullah Al Mamun, completed his Honours and Masters in English from Dhaka University.
Afsana Bilkis is also a mother of two sons.
When asked about her appointment as Deputy Commissioner, her mother said over the phone, “They have fulfilled their father’s dream, and that makes me proud. I hope my children will serve the country with honesty, which will bring peace to my husband in heaven. I am grateful to those who considered my daughter’s abilities while approving her promotion.”
