After laying the foundation stone of the construction work of Ruppur Nuclear Power Plant ( RNPP), employment of about 20 thousand people has been arranged in 17 local and foreign companies in this project.

Among them only Russians are about 4500. For them, 22 20-storey modern buildings named Green City were constructed in Newhat area of Ishuradi-Kushtia (IK) Road.

After the construction of the buildings, it is easy to compare this green area of Ishwardi with any modern city in the world. The 22 skyscraper modern buildings of Green City and the modern food palaces built around the need of time, modern markets, shopping malls, dream resorts, etc. around the area, the entire Newhat area seems like a piece of Russia or a small part of Russia.

Since the beginning of the work of this project, due to the creation of people's trade and employment, the environment of financial development of the people of Ish Radi and nearby areas has been created. In this, along with the economic development in the Green City area, the quality of life of the people is also improving.

Real businessmen including locals and outsiders entered the field according to their ability from their respective positions, some with a three-way profit plan in mind. They are with foreigners including Russians to earn money by providing various entertainment services to local wealthy people, Ruppur project and Ishti EPZ through foreigners coming to Ishti in different countries of the world and making more familiarity with Bangladesh including Ishti with the aim of providing employment for some local people. Sources of the resort claimed that the top resort Sapnadwip has more foreigner arrivals and stays than all the resorts in Bangladesh due to various facilities including security for foreigners.

Entering Swapnadwip Resort feels like staying somewhere in Thailand or Singapore. In the same way eye-catching business centers, luxury markets, housing construction, bank insurance as well as food villages have been launched to meet the needs of Russians. Not only this, cultural exchange between locals and Russians has also started due to this project. Foreigners including Russians are also seen participating in various events.

There are also cases of Bengali girls living in contractual marriages with Russians. According to sources, the arrival of foreigners, creation of employment and the expansion of trade and commerce have brought drastic changes in people's economy and people's life. Some even compare the New Hats Green City area with Russian City, a little Russia or a part of Russia due to the exchange of Russian culture with the locals.

Starting from petty thieves, terrorists, extortionists, robbers have also become owners of huge wealth. Due to this project, the Russians are currently living in the green city constructed in Newhat area of Ishuardi-Kushtia road.

After the completion of the project, they will also go to their own country. But here they will leave some Russian culture, seeds and infrastructural development that will be used by the countrymen including Israel.

After a long effort, Prime Minister Sheikh Hasina laid the foundation stone for the construction of the Ruppur Nuclear Power Plant project with the help of the Russian government on October 2, 2013, with the aim of generating 2400 megawatts of electricity in Ruppur, Pakshi Union of Ish Radi, at a cost of Tk 1 lakh 13 thousand crores.
