Integrated master plan for coastal development : Climate-resilient smart dams, blue economy, green belt planned

An integrated master plan has been adopted to counter the adverse impacts of climate change and transform the country’s vulnerable coastal region into a major hub for economic growth.
The comprehensive plan places special emphasis on constructing climate-resilient infrastructure, expanding the blue economy, modernizing agriculture and fisheries, and establishing a massive green belt along the entire coastline.
According to official sources, the core theme of the master plan has been designated as "Protected Coast, Prosperous Bangladesh." Under this initiative, traditional earthen embankments will be replaced with climate-resilient "smart dams" built using advanced engineering technology, CC blocks, and concrete.
There are also long-term plans to upgrade these modern embankments into four-lane roads to serve as a coastal ring road network. Additionally, automated sluice gates and water regulators will be installed to efficiently manage tidal water flows.
Commenting on the extensive master plan, Chief Whip of the National Parliament Alhaj Nurul Islam Moni, a four-time MP from Barguna-2, stated on Saturday that the coastal people do not want charity; rather, they demand their rights. He emphasized the government's vision to build a resilient coastal zone that stands strong against natural disasters instead of trembling in fear, predicting that the successful implementation of this master plan will push the per capita income of coastal residents past the national average by 2030.
To harness the true potential of the blue economy, the plan includes providing fishermen with modern trawlers and technical assistance for deep-sea fishing, alongside setting up cold storages and specialized processing zones for marine fish preservation and export.
Commercial crab and eel farming will also be expanded across agricultural lands currently affected by high salinity. For agricultural development, the government plans to distribute free salinity-tolerant paddy and vegetable seeds to farmers in collaboration with the Bangladesh Institute of Nuclear Agriculture (BINA) and the Bangladesh Rice Research Institute (BRRI), while hundreds of canals and silted ponds will be re-excavated to ensure adequate irrigation during the dry season.
To mitigate the devastation caused by recurring cyclones and tidal surges, a large-scale green belt will be developed through mangrove afforestation, planting species like Keora, Baen, and Gewa along the coast mirroring the natural defense of the Sundarbans.
The plan also highlights eco-friendly tourism developments in Cox's Bazar, Kuakata, the Sundarbans, and other prospective coastal islands. Furthermore, to resolve the acute drinking water crisis in the region, large-scale Pond Sand Filters (PSF) will be installed in every union, solar-powered desalination plants will be constructed in municipalities and market areas, and household-level rainwater harvesting systems will be distributed among local families.
Socio-economic and environmental experts believe that if the government ensures effective execution, secures adequate funding, and maintains active public participation, this master plan will significantly boost coastal climate resilience, create massive employment opportunities, and drive overall national economic growth.
