Dimla’s historic Noutara Hat facing encroachment, waterlogging

Once a vibrant commercial artery buzzing with traders and buyers from across the region, the historic Noutara Hat in Nilphamari’s Dimla upazila is fast losing its former glory due to systemic neglect, unchecked encroachment, and acute infrastructure deficiencies.
Located strategically near the intersection of Noutara, Khalisha Chapani, and Gayabari unions, the market has served as a primary economic lifeline and communication hub for decades. Yet today, severe waterlogging and narrowed access routes threaten to choke the daily operations of this key rural trade post.
During the monsoon and routine rainfalls, key sections of the market's main access road become inundated, turning into muddy tracks that severely restrict the movement of shoppers, pedestrians, and goods-laden vehicles.
Local residents attribute the persistent stagnation of water to a disrupted drainage network, exacerbated by roadside property disputes and illegal structures erected directly over drainage paths and public thoroughfares.
"Encroachment has narrowed critical stretches of the market road," said a local trader. "Without clear boundaries and proper drainage, water has nowhere to go, forcing customers to turn away."
Responding to growing public grievance, the Chairman of Noutara Union Parishad, alongside a surveyor from the Local Government Engineering Department (LGED) in Dimla and community representatives, recently conducted a joint field inspection of the affected areas.
The inspection team surveyed the site to assess the physical extent of the road, map out property boundaries, and evaluate technical options for long-term rehabilitation. Official discussions highlighted the potential construction of a Reinforced Cement Concrete (RCC) road in the worst-affected sections, contingent on technical feasibility and the removal of illegal structures.
However, community members stress that temporary fixes will not suffice. They have urged upazila authorities and local administration to prioritize a three-step intervention: strictly demarcate public land boundaries, clear all illegal encroachments in compliance with administrative regulations, and establish an integrated drainage network prior to paving the road.
Local stakeholders emphasize that restoring Noutara Hat requires a coordinated, multi-departmental approach to revive both its physical infrastructure and its historic standing as a vital hub of regional commerce.
