
Interview with Education Secretary Siddiq Zubair: Timely decision taken on transfer of teachers in govt, MPO-affiliated institutions

There will no longer be any need to lobby the Ministry of Education for the transfer of teachers in government colleges and MPO-affiliated educational institutions.
No longer will anyone have to fall into the trap of brokers and fraudsters. The trade of “DO letters” and “recommendations” will also cease.
The government has formulated and implemented a new policy to make the entire system digital and systematic. A new website has been created to ensure transparency in the transfer-posting process. All work to launch this process to stop the lobbying trade is now finalized. Senior Secretary of the Secondary and Higher Education Division of the Ministry of Education, Siddiq Zubair, expects that through this new system, transparency, accountability, and an end to procrastination will be achieved.
He shared this in an interview with the online portal Lastnewsbd.com recently.
This courteous, soft-spoken, and efficient Senior Secretary, who works quietly, Siddiq Zubair, said that software has been developed to facilitate transfers of not only government teachers but also private MPO-affiliated teachers under the same process.
He stated that the long-practiced era of “DO letters” and “lobbying” trade in teacher transfers is coming to an end. No one will be able to make a quick buck. A digital system has been introduced to bring transparency and accountability to the transfer process.
According to this policy titled “Government College Teacher Transfer/Posting Policy 2025,” from now on, transfers from lecturer to principal will be done by applying online in a specified form. There will be an opportunity to apply once every three months. A maximum of five preferences can be given. Decisions will be taken through dual authorities.
The Education Secretary mentioned that to apply for a transfer, teachers or concerned officials will have to update their own Personal Data Sheet (PDS) and fill out the designated online form. This application can be made through the Ministry of Education website (www.shed.gov.bd), the Directorate of Secondary and Higher Education website (www.dshe.gov.bd), or through the specific link at www.emis.gov.bd.
Applications submitted by any means other than online will not be accepted—whether written on paper, sent by email, or through DO letters or political influence. All such alternative applications will be considered as “misconduct.” The Secretary, Siddiq Zubair, also warned that administrative action would be taken against the concerned applicant in such cases.
He said that under the policy, teachers can apply for transfer once every three months. In this case, a maximum of five educational institutions can be mentioned as preferences. Considering the feasibility of those preferences, the number of posts, and administrative needs, the final decision on transfer will be taken by the authorities. The final decision-making power on transfers will rest with the Ministry of Education.
In the new policy, the responsibilities of transfer and posting have been specifically divided between the Ministry of Education and the Directorate of Secondary and Higher Education (DSHE). As a result, there will no longer be an opportunity for unilateral decision-making. From now on, depending on the importance of the post, the relevant authorities will evaluate and approve transfer applications. This online-based transfer process will not only ensure professional fairness but will also block the path of lobbying-dependency and irregularities.
Teachers of government colleges have welcomed this groundbreaking decision.
