In Moulvibazar's Kulaura, there have been complaints of forced road construction by cutting tea garden hills without the permission of Luayuni Hollychhara Tea Garden Authority and Environment Department. In this incident, the garden workers got angry and stopped working. It is extremely exciting. Administration personnel went to the garden to control the situation.

It is known that the Luayuni Holichara tea garden owned by Ha-Meem Group is in the Brahmanbazar Union of the upazila. Recently, in section 17 area of Holichara outpost of Bagan, starting from spot no. 250 of Jalalabad Mauza and passing by Mortuz Mia's house (from Kulaura-Brahmanbazar regional highway on the eastern side of Hariyatila, through the garden and bordering) Moulvibazar-2 Kulaura Constituency Member of Parliament Sultan Mohammad Mansor.

Ahmad's allocated kabikha (35 tons of rice) approved a new road construction project at a cost of about 11 lakh taka. Without taking their permission, the security of the garden and the theft of valuable trees of the garden prevented them from stopping the work, but the project people forcibly cut the hill and continued the road work. Disturbed by this, the workers of the garden stopped the construction of the road through the garden area and gathered inside the garden. At that time there was extreme tension.

Upazila Nirbahi Officer Mahmudur Rahman Khondkar and officers in charge received the news (OC) Md Abduch Salek rushed to the spot. Luayuni Hollychhara Tea Garden Manager Md. Mabud Ali, Brahmanbazar UP Chairman Md. Mamdud Hossain discussed with the Panchayat Committee members of Bagan and instructed to stop the work until further orders. Going to the surface, it can be seen that there are 4-5 high-low hills and 10-12 hills in the hilly area in Section No. 17 of Holichara outpost of Luayuni Bagan.

About 3500 feet of road construction is going on. At the end of the project, about 30-35 workers are working on cutting the mound with an excavator along the Kulaura-Brahmanbazar regional highway on the eastern side of Hariyatila.

UP Member and Project President of Brahmanbazar Union Ward No. 3 Ataur Rahman Aptab along with his men cut the road about a month ago. Started making. During the construction of the said road, a hill of about 600 feet in length and about 10 feet in width has been cut inside the garden, which is a violation of Section 6 (b) of the Bangladesh Environment Protection Act-1995 (Amended 2010) and a punishable offence.'

The people of the garden also said that Ataur Rahman Aptab, a member of the Brahmanbazar Union Parishad, and his people are forcibly cutting the hills through our garden and building a road.

Despite saying that hill cutting is a legal crime, Ataur Rahman continues to do the work without paying any attention. We are insecure about it. At any time there is a danger of stealing many things including trees, soil from inside the garden.

Project president and UP member Ataur Rahman Aptab said over the phone that the road work is almost half completed. The border area of the garden is still to be worked. We are working as per the MP's decision.

In response to the question whether he has taken any permission to work inside the garden, he said, "I am the one who has taken the permission of the MP." Don’t know He can say well.Md. Mabud Ali, the manager of Luayuni Holichara tea garden, said that to build a road inside the garden, the permission of the district administrator and the owner of the garden must be required.

But without taking any permission to build this road, they started working forcefully. The garden workers got agitated and stopped the road work. Monday against those involved in the incident.

Simul Ali said, after receiving the project proposal from the MP's office, we send the list to the District Commissioner for approval. After that approval the project work started. Now if work is done outside the project conditions then the project committee will take responsibility.

Assistant Director of Moulvibazar Environment Department Badrul Huda said that necessary legal measures will be taken against those involved after inspecting the site. Upazila Nirbahi Officer (UNO) Md. Mahmudur Rahman Khandokar said, I visited the scene along with the OC of the police station after receiving information about the tension surrounding the construction of the road.

I have asked to stop work for now. MP to solve the matter. There has been a discussion between Mr. and the owner of the garden.

The final decision regarding the work will be taken after the 5th of next month.
