Allegations against Railway SSAE Gholam Mustafa for selling parts worth crores of taka
MR Amin, Chattogram
District Equipment Control Branch Officer (SSAE) of Railway Eastern Region Golam Mostafar has been accused of selling railway parts worth crores of taka from New Depot. The higher authorities of the railway did not take any action against him despite knowing about various irregularities.
Recently he was hastily transferred from Newstore Depo. Shop Depo is just 400 meters away. Reward instead of punishment has become for this corrupt official.
According to railway related officials-employees, the officer of District Equipment Control Branch (SSAE) is not upset at all in this transfer. Golam Mustafa.
According to the information of the depo officials, there are several departmental cases against this official for various irregularities and corruption in the Chittagong New
store depo.
About one-third of the parts procured under the Railway Equipment Controller's Office are currently untraceable at Railway New store Depots. Which is only on paper. The issue has also come up in the investigation report of multiple complaints in this regard. However, if multiple investigation teams or audits are conducted simultaneously, the true picture of the depot will come out.
It is alleged that railway parts procured under the Railway Eastern Zone Equipment Control Department are stored in this depo. Golam Mustafa took a commission of 5 percent from the supplier company while understanding that.
Again, through a secret agreement with the supplier company, he stole the entire money for the purchase of parts by understanding the fake document of receiving the parts on paper.
While withdrawing the parts from the depo, he manages the people of the concerned department and prepares the document of receipt of the parts by handing over some money.
In this way Golam Mustafa has been collecting crores of taka for years. According to sources, Bangladesh Railways imported 150 broad gauge and meter gauge coaches in August 2016. Along with 100 meter gauge coaches, the supplier also provides capital spare parts. But Railway Equipment Branch could not convey these parts to Railway Electrical Branch.
An investigating official said that important parts from Indonesia were kept in the equipment branch but they were sold illegally. After sending several letters and instructions to return these parts, one-fourth of the parts are explained but the rest are not available in the store.
Gholam Mustafa, District Equipment Control Branch Officer, also imported 30 temperature sensors for the maintenance of Indonesian coaches. An investigation report was given against Golam Mustafa in October 2023 regarding the theft of these parts. It is said that a total of 40 tessperture sensors of two types of AC units are supplied with capital spare parts of 100 MG coaches brought from Indonesia. Out of those 40 goods, 10 were taken from SSAE Incharge (AC), Pahartali depot, but the supply of the remaining 30 goods was not received.
An inquiry committee was constituted to resolve the matter. The investigation proved that Golam Mustafa was responsible for this. In this regard, Md. When Golam Mustafa was asked, he told the inquiry committee that he had provided these sensors. However, he could not produce any evidence in view of this claim.
Because of this, Golam Mustafa was found guilty of theft. Apart from this, the investigation committee recommended taking necessary measures after determining the financial loss. However, no action has been taken by the office of Chief Controller of Railway Equipment to collect compensation or valuable parts.
Apart from this, on August 26, 2023, goods worth about Tk 2 crore were stolen from the tool van of Carriage and Wagon Depot from Laksam Railway Junction area of Comilla. Apart from this, in the last one year there have been incidents of theft and disappearance of parts worth 4-5 crores in the stores under the control of equipment, various departments of the head office of the Eastern Railway.
In addition to setting up an investigation committee, the Railways filed a departmental case against Golam Mustafa. Several departmental cases are ongoing against Golam Mustafa on various charges. Referring to this, Senior Assistant Controller of Equipment (Equipment Branch) Asadullah Sharif sent a letter to Ghulam Mustafa on July 14.
Earlier on June 6, Assistant Controller of Equipment Alamgir Kabir also issued a letter with proof of specific 20 allegations against Golam Mustafa. It is mentioned that the allegations of theft of parts have been proved.
To know about this. Golam Mustafa's mobile phone was called several times but he did not receive the call.
