To ensure transparency in the transfer and posting of employees working across union parishads, the Dhaka District Administration organized a lottery system for 39 union parishads across five upazilas of the district.

The lottery took place on Sunday at 12:30 PM in the conference room of the Deputy Commissioner's office in Dhaka.

According to district administration sources, Dhaka district has a total of 62 union parishads with 62 corresponding positions, out of which 59 employees are currently working while three positions remain vacant. As part of the transfer initiative, arrangements were made to reassign employees from 39 union parishads to new workplaces through a lottery.

The lottery included 26 employees designated for union parishads in Keraniganj, Nawabganj, and Dohar upazilas, alongside 13 employees for Savar and Dhamrai upazilas.

Dhaka Deputy Commissioner Farida Khanam stated, "Our main goal is to keep the transfer and posting process transparent, neutral, and accountable. We have placed utmost importance on ensuring that administrative transfers leave no room for nepotism, personal influence, or illegal lobbying."

She added that conducting postings via lottery ensures equal opportunity for every employee, eliminating unwarranted questions or doubts regarding the transfer process. Emphasizing a policy-driven administration, she noted that this initiative will curb unethical lobbying, enhance accountability, and reinforce administrative discipline.

The district administration noted that employee postings were executed through a completely transparent and impartial lottery following prescribed rules. This step is expected to minimize nepotism and undue influence in transfers while further improving governance and the quality of public services at the union parishad level.

Relevant administrative officials believe that systematic transfers will play a crucial role in mitigating unintended influences resulting from prolonged tenure at a single workstation, while positively fostering professionalism, neutrality, and responsibility among employees.

Deputy Commissioner Farida Khanam instructed the employees assigned through the lottery to join their newly posted workplaces by August 17, 2026.
