Housing Crisis Sparks Protest at JnU, Students Submit Charter of Demands

Students of Jagannath University (JnU) have submitted a memorandum to the Vice-Chancellor demanding immediate action to resolve the ongoing housing crisis and address three other key issues. The memorandum was formally handed over on Wednesday (April 23) by student representatives currently engaged in a peaceful movement on campus.

In their statement, the students alleged, "Even after two decades since the establishment of the university, there has been no significant provision for student accommodation. This stands in stark contrast to other public universities and represents a severe form of discrimination. It also undermines students' rights to education, safety, and basic human dignity."

They further warned that if the administration fails to act promptly, the ongoing peaceful movement may escalate, and the university authorities will be held responsible.

The students outlined four specific demands in their memorandum:

Increased Budget Allocation: The 2025–26 fiscal year budget must include a substantial increase for JnU, with housing allowances provided for at least 70% of the student population.

Construction of a Second Campus: Work on the proposed second campus, along with the construction of Dr. Habibur Rahman Hall and Bani Bhaban in Old Dhaka, must commence by May 10, 2025.

Progress Updates: The university administration must publicly brief students at the Mukto Mancha every 15 days on the progress of campus and hall construction.

JnUCSU Election Roadmap: A clear roadmap for holding the Jagannath University Central Students’ Union (JnUCSU) election must be announced by May 15, 2025.

Students noted that they have long been demanding residential facilities and the development of a second campus. They have previously organized human chains, demonstrations, and sit-ins but claim their calls have largely been ignored. As a result, they opted to escalate their demands through a formal memorandum.

The administration has reportedly received the document and assured the students that their concerns will be addressed. However, the students remain firm in continuing their movement until concrete steps are taken.

They also highlighted a stark disparity in budget allocations. JnU currently operates with an annual budget of only BDT 150 crore, which is significantly lower than other major public universities — for instance, Dhaka University has a budget of BDT 945 crore, Rajshahi University BDT 518 crore, and Chittagong University approximately BDT 400 crore. The students argue that this budget gap reinforces the urgency and legitimacy of their demands.

Through this charter of demands, the students urge the administration to take immediate action to ensure academic and infrastructural development, with a particular focus on student welfare.
