In a unique initiative to eliminate political influence, personal favoritism, and illegal lobbying in transfer decisions, the Dhaka District Administration has transferred nine officials and employees across seven land offices and revenue circles in the district through an open lottery system.

The open lottery took place on Monday  at the conference room of the Dhaka Deputy Commissioner’s office in the presence of the concerned employees. The workplaces were selected through unanimous consent during the public draw, leaving no scope for personal lobbying or external pressure to determine postings.

The land offices covered under the lottery drive include the Upazila Land Office in Savar, Upazila Land Office in Dhamrai, Ashulia Revenue Circle, Uttarkhan Land Office under Cantonment Circle, Balia Union Land Office in Dhamrai, Upazila Land Office in Keraniganj, and Joykrishnapur Union Land Office in Nawabganj.

The nine transferred staff members comprise two chainmen, three office assistants, one gardener, one office assistant-cum-typist, one certificate assistant, and one head assistant.

District administration sources noted that land offices directly deliver public services to citizens, where prolonged postings in the same office often risk creating personal networks and conflict-of-interest channels. The lottery system was introduced precisely to reduce such risks and bring absolute transparency and neutrality to the transfer mechanism.

Speaking on the initiative, Dhaka Deputy Commissioner Farida Khanom emphasized that maintaining transparency in public service delivery agencies like land offices is paramount. She noted that moving away from a culture of lobbying and personal bias ensures that employees serve neutrally in their new postings, enabling citizens to receive faster, hassle-free services.

She added that establishing accountability and transparency at all administrative levels will significantly enhance public trust in government services.

Participating employees expressed satisfaction with the open draw, acknowledging the process as fair and transparent while eliminating complaints of favoritism or undue advantages in transfer decisions. District administration officials believe this open lottery method will set a strong precedent in curbing administrative irregularities and ensuring harassment-free public services.
