Changing Rainfall Patterns, Changing Priorities for Bangladesh

For generations, Bangladesh has been known as the land of six seasons. However, the effects of climate change have gradually blurred these seasonal distinctions. While the country remains deeply connected to its rivers and monsoon-driven way of life, the familiar rhythm of the rainy season is changing rapidly. This year's monsoon has demonstrated that Bangladesh is entering a new climate reality—one marked by more intense rainfall, multiple forms of flooding, and increasingly unpredictable weather patterns.
Every year, the monsoon brings rain that nourishes agriculture and replenishes rivers. It also brings floods that communities have learned to endure. Riverbank erosion has long forced thousands of families to abandon their homes and livelihoods, making displacement a recurring feature of life in many parts of the country. Yet the recent pattern of disasters is fundamentally different. Days of relentless rainfall triggered flash floods, landslides, and hill torrents across the southeastern districts. At the same time, upstream water raised river levels in the northern and northeastern regions, while Dhaka and Chattogram experienced severe urban flooding within days of each other. These events are not isolated disasters; together they reveal how climate change is reshaping Bangladesh's environmental and disaster landscape.
According to the Bangladesh Meteorological Department, rainfall during July was approximately 36 percent above the long-term average. The country also recorded its second-highest eight-day rainfall total since weather records began in 1953. More alarming than the total volume of rainfall, however, was its intensity and geographical spread. Several southeastern districts received extraordinary amounts of rain within a single week, surpassing many previous records. The consequences were devastating: landslides destroyed homes, roads became impassable, agricultural land was submerged, and thousands of people were left vulnerable.
The severe waterlogging in Dhaka and Chattogram exposed another longstanding weakness. Despite decades of urban expansion, our cities remain poorly prepared for extreme rainfall. Within a few hours of heavy rain, major roads became submerged, transportation came to a standstill, and schools, businesses, and public services were severely disrupted. Such flooding cannot be blamed solely on heavy rainfall. It is also the result of unplanned urbanization, the encroachment of canals and wetlands, inadequate drainage systems, and poor solid waste management. Nature has become more unpredictable, but our urban planning has failed to keep pace.
Climate scientists have long warned that the nature of flooding in Bangladesh is changing. Traditionally, floods were mainly associated with overflowing rivers and upstream water flows. Today, that picture has become far more complex. Hill floods, flash floods, and urban flooding are occurring alongside conventional river floods, sometimes simultaneously in different parts of the country. This means that Bangladesh can no longer rely on traditional disaster management strategies designed for a different climatic reality. Climate change must now become a central consideration in national disaster planning and development policy.
The long-term effects of climate change are no longer theoretical projections discussed only in academic research. They are increasingly visible in everyday life. Long dry spells are now followed by short periods of extremely heavy rainfall. The southwest monsoon often arrives later than expected. The movement of low-pressure systems has changed, while warmer oceans are providing additional moisture to the atmosphere. Consequently, seasonal rainfall totals may not increase dramatically, but rainfall events are becoming more intense and concentrated within shorter periods. This trend poses serious risks to agriculture, infrastructure, public health, and the national economy.
The obvious question is whether Bangladesh is adequately prepared for this new reality. Unfortunately, the answer remains discouraging. Every year, after floods, waterlogging, or landslides, assessments are conducted, promises are made, and recommendations are repeated. Yet similar disasters recur with almost identical consequences. This suggests that emergency response continues to receive greater attention than long-term resilience and climate adaptation. Planning often remains reactive rather than preventive.
It is therefore time to fundamentally rethink disaster management. Accurate weather forecasts alone are not enough. Forecast-based action must become an integral part of governance. Strong coordination among local administrations, city corporations, the Bangladesh Water Development Board, the Meteorological Department, and disaster management authorities is essential. Bangladesh should also introduce dedicated forecasting systems for urban flooding and strengthen community-based early warning systems in landslide-prone hill districts.
Equally important is the restoration of rivers, canals, wetlands, and natural water retention areas. No city can remain safe if its natural drainage channels are blocked in the name of urban development. Filling ponds, wetlands, and reservoirs for housing or infrastructure projects may create short-term economic gains, but it significantly increases long-term flood risks. Modern drainage systems, regular canal restoration, effective waste management, and environmentally responsible urban planning are indispensable. Likewise, preventing indiscriminate hill cutting, deforestation, and settlements in high-risk areas is critical for reducing landslide disasters.
Bangladesh remains one of the countries most vulnerable to climate change despite contributing very little to global greenhouse gas emissions. This reality makes climate adaptation not a policy option but a national necessity. Every development initiative—from infrastructure and agriculture to water resources and urban planning—must integrate climate resilience at its core. Scientific research, technological innovation, and indigenous knowledge should work together to create practical, evidence-based policies capable of addressing future climate challenges.
The unprecedented monsoon of this year should serve as a wake-up call. Sustainable development cannot be achieved by attempting to conquer nature; it can only be achieved by understanding nature's changing behavior and adapting accordingly. If Bangladesh fails to learn from today's warnings, tomorrow's disasters will become even more destructive. The time to act is now. Comprehensive planning, stronger institutions, climate-informed policymaking, and environmentally sustainable development must become national priorities if the country is to protect its people and secure a resilient future.
