ADP implementation worst in 10 years

The government’s Annual Development Programme (ADP) implementation has been the worst in the first three quarters of the ongoing fiscal year compared with the rates recorded in over a decade, as per data from state-run Implementation Monitoring and Evaluation Division (IMED).

The country recorded a 31.17% implementation rate during the July-February period for the fiscal year set to end 30 June. For comparison, the rate was 32.1% during the government's austerity drive in the last fiscal year.

In this year’s July-February period, Tk85,602.59 crore was spent by ministries and government departments from the Tk2.46 lakh crore originally set aside for the ongoing fiscal year. Due to the poor implementation progress, the government recently approved a revised development plan by reducing the allocation by Tk18,000 crore to Tk2.27 lakh crore.

This year’s implementation rate has been the lowest among the ministries and departments that received the highest allocation, including the shipping ministry, the Health Services Division, and the Directorate of Secondary and Higher Education.
