​Khulna’s first female DC Hure Jannat sets benchmark with people-centric administration

History was made in the southwestern gateway of Bangladesh as Ms. Hure Jannat assumed office as the first-ever female DC and District Magistrate of Khulna, breaking a 134-year-old male-dominated administrative streak.

Within just three months of taking charge, the officer has injected a fresh, people-centric momentum into the district administration, earning widespread public confidence through aggressive field supervision and a strict zero-tolerance policy against administrative red tape.

According to the official records of the Khulna District Administration, the district was established in 1892 under the British rule. Over the past century and a half, Khulna has seen 47 DCs during the British period, 21 during the Pakistan era, and 43 following the independence of Bangladesh—all of whom were men. Hure Jannat, a native of Dinajpur and an officer of the 27th batch of the Bangladesh Civil Service (BCS) Administration Cadre, shattered this glass ceiling when she officially took charge on April 2, succeeding outgoing DC A. S. M. Jamshed Khondkar.

Prior to this landmark field posting, she served as a Deputy Secretary at the Secondary and Higher Education Division.

Rather than confining herself to the traditional desk-bound bureaucracy, Jannat has chosen a hands-on approach, conducting surprise inspections and extensive field visits across various upazilas to streamline public services.

On April 21, during an official tour of Paikgacha, she audited the local Land Office—a sector notorious for middleman exploitation—and engaged directly with grassroots citizens. Highlighting her diverse focus, she also inaugurated the 15th Khulna District Rover Moot, urging youth participation in civic duties, and visited the historic ancestral home of legendary scientist Acharya Prafulla Chandra Ray.

Her administrative push continued deep into the district's rural pockets. On June 4, the DC conducted a high-level inspection of Terokhada Upazila, evaluating the local police station’s law and order mechanism, distributing essential relief to disaster-hit families, and leading a green initiative by planting trees at the local land office.

Public welfare institutions have also come under Jannat's intense scrutiny.

On May 2, she paid an unannounced visit to the Khulna Children's Hospital, inspecting the pathology units as well as the inpatient and outpatient departments to personally verify the quality of healthcare delivered to vulnerable children.
Turning her focus toward institutional reforms and human rights, she inspected Khulna District Jail-2 on June 2. During the visit, she meticulously reviewed inmate living conditions and evaluated prison industries to ensure that rehabilitation facilities are genuinely preparing inmates for reintegration into society.

In a formal briefing with local journalists and members of civil society, the newly appointed DC made her administrative philosophy crystal clear:

"No form of public harassment will be tolerated in my office or in any government office under my jurisdiction. We are here to serve, and our administration will make every possible effort to address public grievances directly and transparently."

Local civil society leaders and independent observers note that her emphasis on transparency, elimination of bureaucratic corruption, and prompt service delivery at the grassroots level has brought a welcome change to the district's governance style.

By achieving administrative efficiency with empathetic governance, Khulna’s first female DC is not just filling a historic role—she is actively setting a new benchmark for public administration in Bangladesh.
