Abu Hena Morshed Zaman, former secretary of Posts and Telecommunication Ministry was involved in corruption, it is widely alleged.
After joining this ministry , he has been involved corruption and irregularities . Where no file moves without money. He has grabbed crores of taka in the name of various projects. Currently he is working as Secretary of Local Government Department (LGRD).
An employee of the of Posts and Telecommunications Ministery named ABM Mainul Hossain submitted an allegation to the Principal Secretary of the Prime Minister's Office on July 18 last year regarding the corruption of this government official.
At the same time, he gave copies to the State Minister of the Public Administration Ministry, Senior Secretary, Cabinet Secretary and Anti-Corruption Commission Secretary. But surprisingly no agency has investigated this corruption nor has any legal action been taken against it. As a result, he sat in his chair and committed corruption day after day and filled his own pocket by eating crores of commission from the government.
According to the complaint, a syndicate was formed under his leadership in the Department of Posts and Telecommunications. And the other members of this circle are Mahbub Alam, Deputy Secretary Abdullah Al Mahmud and Joint Secretary Dr. Md. Taibur Rahman. This syndicate circle also promoted incompetent officials in exchange of money.
According to the investigation, the government has undertaken a project called "Optical Fiber Transmission Network" for uninterrupted internet services across the country, under which infrastructure will be created to meet the country's internet needs by 2030. Nokia, ZTE, Huawei participate under the scheme and all are accepted. BTCL is currently using C band technology. But considering future (C++) C++ or Super C (C) band technology should be used. A company named ZTE complained to the minister when Mahbub-ul-Alam promised to work with a company from the said companies with low-quality old technology C (C) band. As a result the issue of technology lapse came to the fore and the minister directed the managing director of BTCL to re-examine the technology issue.

The files have been stuck in the office for 5 and a half months due to Harun-Or Rashid being given current charge. Because Harun-ur-Rashid could not fulfill his needs, he wanted to assign another person named Samshul Alam to the said post. But Samshul Alam has not yet qualified to become Additional Director General. 20 officials of the Department of Posts went to jail and 5 committed suicide in jail due to Samshul Alam's corruption. Those who committed suicide by drinking poison in jail. They are Kalaroa Upazila Postmaster Mir Abdul Haque, Packer Habibur Rahman, Postman Gazi Fazlur Rahman, Upazila Postmaster Aub Ali Sardar, Keshavpur-Monirampur Upazila Postmaster Abdul Mannan Akunji.
The investigation also revealed that BTRC has written to the Department of Posts and Telecommunications for prior approval to cancel the license of 2G cellular mobile operator of Pacific Bangladesh Limited. He gave the job to the highest bidder in the last March 30 board meeting for BTCL's ICX tender work.
However, earlier, the president of the lowest bidder evaluation committee, Asaduzzaman Chowdhury, submitted a complaint to him for giving the work to the highest bidder through illegal influence, but he did not take it into account. As a result, the work was given to Asaduzzaman Chowdhury's nominated bidder (Digital Services Ltd.) at a loss of 3 crore 10 lakhs to the government. As a result, the government has faced a huge financial loss. On the other hand, in the antenna tender of Teletalk 4G project, the highest bidder was given the job and the lowest bidder was reprimanded when he went to complain. The government has incurred a financial loss of 17.4 million taka in this work with 4 lots. And in this way he has personally earned billions of rupees by causing financial loss to the government.
In this regard, former mason Mustafa Jabbar told this correspondent "During my tenure as a minister, I went through the worst time. When he (Abu Hena) joined as the secretary of the Ministry of Posts and Telecommunications. I have informed the Public Administration and Prime Minister's Office about his corruption several times but somehow He protected his position by managing higher authorities."
"During our ADP meeting, we asked him (Abu Hena) to re-examine the specifications of 5G equipment, as using the latest technology is important to remain competitive in the global market. But he did not listen to us and acted according to his own will," said the former minister.
To inquire about this, Secretary Abu Hena Morshed Zaman was called several times on his personal mobile number by Banglabarta, but he did not receive the call. As a result, it was not possible to know his statement on this matter.
The Executive Director of Transparency International Bangladesh (TIB) Dr. Iftekharuzzaman told The Country Today that it is surprising that so many organizations were informed but no one took any action. At the same time, an inquiry is now required as to why no action was taken on the complaints. Because it is important to find out who is involved with it.
Urgent legal action should now be taken against this government official. On the other hand taking action against others involved in corruption. This government should follow zero tolerance policy against any corruption.
