Bangladesh Small and Cottage Industries Corporation (BSCIC) has formulated plot allocation and management policies in industrial cities or industrial parks. So that women entrepreneurs in each BSCIC industrial city have been given additional benefits in payment of plot money along with 10 percent quota benefits and additional rebate benefits in one-time payment.

A briefing meeting on the new policy was held in the BSIC conference room on Wednesday. It was chaired by BCIC Chairman Mahbubur Rahman. The members of the BCIC Board of Directors were present in the meeting.

At this time, it was informed that the new policy of BCIC has been formulated with additional benefits for women entrepreneurs in allotment of plots and payment of various industrial cities and industrial parks of the country. Reservation of 10 percent quota of plot allotment, repayment of money in 14 installments over seven years and 2 percent of final payment of plot price will be refunded. Women entrepreneurs can pay a one-time deposit (down payment) of 15 percent of the total price of the plot to get allotment of plots that do not comply with the new policy. Pay the remaining amount in 14 installments over a total of seven years; Which was earlier 10 installments. 14 In case of payment in installments, one time deposit and installments will be calculated by calculating the full value of the plot with interest.

On the other hand, male entrepreneurs have to make a one-time deposit of 20 percent of the plot value. The remaining amount is to be repaid in 12 installments over six years. The installments have to be paid after one year from the issuance of the allotment letter after taking possession of the plot. After the completion of land acquisition for industrial city or industrial park, 1.5 percent of the total value of the plot will be refunded if the provisionally fixed plot price is paid in full six months before the end of the project period. Women entrepreneurs will be reimbursed at the rate of 2 percent. On the other hand, in the case of plot allocation, 10 percent quota will be reserved for women entrepreneurs in industrial cities or industrial parks.

If suitable women entrepreneurs are not found in any area, the district or specialized plot allocation and management committee can allocate to other interested entrepreneurs. In terms of plot allocation in the policy, it is also said that the district in which the industrial city is located, the head of the environment department, the local public representative, the president of Nasib, the head of the BCIC regional office should form a committee of 9 members. Plots should be allotted through this committee.

However, this district level committee can allot plots up to 15 thousand square feet. Plots ranging from 15,000 square feet to 45,000 square feet will be allotted by the Chairman of BCIC. If it is more than this, the approval of the senior secretary or secretary of the Ministry of Industry should be taken. However, the district committee of the specialized industrial city or industrial park can allot a plot of two lakh 25 thousand square feet. If it is more than this, the permission of the senior secretary or secretary of the Ministry of Industry should be taken. The entrepreneur has to hand over the possession position within 30 days of the issue of allotment letter of the industrial plot.

On December 18, by order of the President, the Ministry of Industries published the notification titled 'Bangladesh Small and Cottage Industries Corporation (BSIC) Plot Allocation and Management Policy in Industrial City or Industrial Park 2023'.
