A powerful syndicate has allegedly been formed within the Ministry of Health and Family Welfare led by contract-based Health Services Division Secretary Md. Kamruzzaman, completely bypassing the directives of both the Minister and State Minister.

According to multiple sources, the secretary has consolidated a network of beneficiaries and loyalists from the previous regime to tightly control appointments, transfers, tendering, and overall administrative decisions without securing approval from political leadership.
