
International Standard Laboratory Conversion Project of Agri Department : Tk 17 cr released violating rules , two officisls transferred

Ignoring the circular in the International Standard Laboratory Transformation Project, within a month, the Department of Agriculture has released about Tk 17 crore by appointing the project director.
At the same time, the two officials of the project have been stand released . The project managers has been transferred for not following the government directives properly. Confession was taken from office assistant Amirul by showing fear. The director general of the department is also getting glimpses of the conspiracy. He told the reporter that action will be taken against the culprits subject to proper investigation.
However, it is clearly mentioned in the circular regarding the appointment of the project manager of the development project that unless it is absolutely necessary, the trained and experienced project manager assigned to the project should be avoided during the implementation of the project.
However, this provision shall not apply to promoted or penalized officers. Efforts should be made to retain the post of Project Director till the completion of the project even with all the opportunities of promotion to the promoted officer. At the same time, it is clearly mentioned that the Minister's permission must be taken for the appointment, additional responsibilities and transfer of the Project Manager. However, before the completion of the project, project director Shamim Ahmed was transferred to Bhola and accountant Moniruzzan was transferred to Panchagarh, while the concerned minister was staying outside the country.
Several contractors told the reporter on the condition of anonymity that a big opportunity for various projects to be discounted comes in June. If the payment cannot be arranged by some means at this time, then the contractors will have to wait for 6 to 9 months to get this money.
A contractor said it and a businessman says it is difficult for him. And the only post under the jurisdiction to give this amount is the project director. Therefore, if the project manager is not to his liking, then the contractors can take the initiative to change the project manager even if they spend money if necessary, several contractors who did not want to be named told the reporter.
They mentioned the name of a well-known contractor and told the reporter that he and his company had conspired at different times to get the work and to keep the payments regular even if they did not. He may coordinate with the superiors and speed up work like PD transfer, PD appointment. 25% of the money used in these projects can be taken with the opportunity to pay in advance. Contractors say, some of us have taken some money in advance. Some of the contractors also told the reporter that no project manager had released money like this within a month.
They expressed regret and told the reporter that two officials have to leave the center because of the responsibility of the director of this project. But we know they are not involved in any crime. Claiming that the information published in different media is 100% true, the contractors told the reporter that many officials of the Department of Exemption have shared the money. It doesn't matter now because of how much work the project has done. They set out to find and punish the informer. The contractors say, the real information will come out only if we look at who is desperate to save the project manager.
Basically, the government took the initiative of making the laboratory of Shyampur under the Directorate of international standards for the facility of checking and packing the quality of raw products before export.
The cost of the project taken up in 2021 is estimated at 158 crore taka . The project is scheduled to expire in June 2025. This project was prepared by Jagat Chand Malakar, Jagat Chand Malakar, Jagat Chand Malakar, Jagat Chand Malakar, Plant Protection Wing. Suddenly, in a letter dated June 2, Shamim Ahmed has been made LR. On the same day, SM Khalid Saifullah, promoted from DD, was appointed as the Project Director for the transformation of the Plant Protection Laboratory at the Central Packing House into an International Standard Laboratory.
As soon as he was appointed, Khalid Saifullah paid Tk 4 crore 75 lakh to the contractor M/s Marltibiz International for the piling cap work of the under construction six-storey building of 30 thousand 617 square feet laboratory. This money was given through two vouchers on June 11 and 19 and the total cost of this project is estimated at Tk 12 crore .
Similarly, the contractor Kernel International is supposed to supply 18 new machines to the toxicology lab of this central packing house. The machine is delivered right but on paper, not in reality.
However, the state treasury has given 11 crore 8 lakh 10 thousand taka to the contractor. 11 crore was approved for buying parts from abroad, but as there was no money, 7 crore was paid to the contractor. If there was, all the money would have been paid. Although those parts have not been purchased yet. Apart from this, 20 different parts that can be used in the laboratory at a cost of 30 crore taka .
