In Matiranga, Khagrachari, an allegation has been made against the Upazila Administration and Union Parishad Secretary Md. Osman Ali for showing a living person as "dead" on official papers and transferring his elderly allowance card to someone else's name.

The victim's name is Md. Ruhul Amin. He is a local resident of Barabil Muslimpara village in Tabalchhari union of Matiranga upazila.

The victim who was shown as dead said that he had been receiving the government elderly allowance regularly for the past few years. He was waiting for the allowance to stop coming suddenly. He thought that maybe there was a problem. When he contacted the Matiranga Upazila Social Services Office recently to find out the reason for not coming back after waiting for the allowance to be resumed, he was told that he was shown dead in 2024 in the memorial no. 46.00.4670.076.16.006.21, dated 11/1/2026.

In view of which, the Department of Social Services has permanently canceled his old age allowance card based on the 'death registration certificate' issued by the Union Parishad.

He expressed his anger and said that the old age allowance card was canceled due to a wrong decision by the responsible government official of the administration without verifying the information. The helpless old man Ruhul Amin has to pay the compensation.

The old victim Ruhul Amin also said that when I found out that I had died a long time ago in the government official documents, it was as if the sky had collapsed. I was going to the market, talking to everyone, walking around. But the government officials wrote that I am dead. I have to pay for my own medicine with this old age allowance. The allowance has been stopped due to a wrong decision. Now I have to go from table to table to prove myself alive at this old age. Since I did not get the allowance money, I have applied to the Khagrachari District Commissioner.

According to the death certificate information, it is known that Tabalchari Union Parishad Secretary Md. Osman Ali and four UP members respectively Md. Abdul Majid, Jamila Begum, Md. Belal Hossain and Morjina Begum signed the death registration certificate.

Demanding that those who did inhumane acts on this helpless old man be brought under the law immediately, local HM Helal Uddin said, the living man who is walking around in front of everyone is going to the shop. He goes to the mosque to pray. They have shown irresponsibility by declaring that man dead. They expressed their anger so that no one would be subjected to such harassment in the near future.

Locals said on condition of anonymity that there are allegations of rampant corruption, irregularities in government allocation, and money for digging soil with a shovel or a shovel in the name of the Union Parishad project and putting it in his own pocket against Tabalchhari Union Parishad Secretary Md. Osman Gani. He is so influential that the common people are helpless. If all the irregularities in his work are investigated, snakes will come out to dig for worms, said the residents of the area.

In this regard, Tabalchhari Union Parishad Secretary Md. Osman Ali said that on December 28, 2025, a list of 35 deceased old-age pensioners was sent to the Union Parishad for replacement. According to that list, the village police investigated and reported, and I prepared a death certificate.

UP member Abdul Majid said that he was not aware of the matter. He was doing social service work without his knowledge. However, he said that Ruhul Amin's old age allowance has been re-arranged recently. Apart from this, no one in the area knows him by the name Ruhul Amin. He is known by the name Amin Mia. So maybe he did not know many people and so a mistake was made, he said.

Matiranga Upazila Social Service Officer Abdur Rashed said that the matter is under investigation by the Deputy Commissioner's Office. He did not agree to give any statement until the investigation is over.

Matiranga Upazila Officer Umme Tahmin Mitu said that the matter is under investigation by the District Magistrate in view of the victim's complaint. He said that necessary action will be taken based on the information received after the investigation.

On Sunday, June 28, locals held a protest march demanding justice for Tabalchari Union Secretary Osman Ali and those involved in the incident.
