Corruption in Monipur School-2 Tk 90 cr spent in two years of Corona without legal authority

Irregularities and corruption are not leaving behind from Monipur High School and College of the capital.

Apart from the principal of the institution, the governing body is also involved in this irregularity and corruption. At the beginning of every year, the institution receives a lump sum of Tk. 40 crore for January tuition fees, admission and session charges.

Apart from this, about Tk 7 crore are incurred for tuition fees every month. As such, the company's income is around 117 crores per year. So much income has become a curse for the school.

Three separate investigations by the Directorate of Secondary and Higher Education, the Dhaka Board and the Directorate of Inspection and Audit revealed the corruption of the institution's principal and governing body. In these investigations, the appointment of the principal was also proved to be illegal. But the concerned ministry is not able to take measures. Although the matter has now reached the court.

In the investigation of the Directorate of Secondary and Higher Education (MAUSHI) in 2020, Md. Farhad Hossain's appointment was proved illegal. But no action was taken. At the end of last year, the investigation committee of the Dhaka Secondary and Higher Secondary Education Board also said that the extension of Farhad Hossain's tenure as principal was not legal. That is, his appointment is illegal.

When the Dhaka Education Board sent a letter to remove the principal, the principal filed a case in the High Court with that letter. In the meantime, an investigation by the Department of Inspection and Audit of the Ministry of Education found evidence of reckless irregularities and corruption against the principal and governing body of the institution.

Teachers and parents of the institution say how much more evidence is needed to take action against a principal and the governing body.

The investigation of the Directorate of Inspection and Audit shows that the governing body of the institution has taken Tk 1 crore 54 lakh in the last seven years. Among them, 75 lakh 22 thousand in 2016, 9 lakh 58 thousand in 2017, 34 lakh 20 thousand in 2018, 20 lakh 91 thousand in 2019, 11 lakh 16 thousand in 2020, 2 lakh in 2021

60 thousand, in 2022 the governing body takes 50 thousand rupees. Even though so much money was taken, no tax was deducted.

The investigation committee says that the matter of taking honor of the governing body is not mentioned in the rules of the governing body. Therefore, the committee voted in favor of returning the honorarium to the institution's fund.

The investigation of the committee showed that the company spent 65 lakhs in 2016, 74 lakhs in 2017, 72 lakhs in 2018 and 84 lakhs in 2019 for advertisement. The question has arisen as to where so much advertising money has been spent. Billions of rupees are shown to be spent every year on construction, furniture, prize buying, advertising, entertainment. Tk 29 lakh 61 thousand in 2016, 44 lakh 29 thousand in 2018 spent on software maintenance. In this way, the company has spent almost every year in this sector.

All educational institutions were declared closed from March 17, 2020 due to Corona infection. After a long 18 months, educational institutions were opened when the situation of Corona improved a little. Although the class activities were going on on a small scale.

All classes were not held every day. The school was fully opened from February 2022. Although the educational institution has been closed for almost two years, the institution has shown an expenditure of around Tk 90 crore for teachers' salaries and allowances during those years.

In 2020, expenditure of Tk 40 crore in various sectors without salary allowance of teachers is shown, which is unbelievable. In that year, fuel expenditure was shown as 7 lakh 21 thousand taka.

The cost of the program has been shown to be Tk 95 lakh, advertisement Tk 65 lakh, repair Tk 88 lakh 68 thousand, printing and stationery Tk 94 lakh 53 thousand.

Software maintenance is more than Tk 47 lakh, furniture is Tk 47 lakh 55 thousand, lift divine purchase is Tk 40 lakh, The cleaning bill is Tk 90 lakh and electrical equipment has been purchased for Tk 200 million. 66 lakh 68 thousand taka is shown for repairs, bill of accounting company 7 lakh 45 thousand and miscellaneous expenses are shown 11 lakh taka.

In 2021, the expenditure has been shown to be 49 crores. Apart from this, the governing body has taken about 14 lakh taka in these two years. Although the classes are closed at this time, the expenditure of Tk 48 lakh has been shown in the name of special class.

Teachers say that teachers' salaries were irregular during Corona. Low wages were paid. But in this way money has been embezzled in the name of spending. The teachers sought the intervention of the Anti-Corruption Commission in this regard.

Analyzing the report, it is learnt that in eight years, the company has evaded taxes and VAT of Tk 353.92 cr . In addition, the school authorities could not give proper account of the work requirement of Tk 31 crore 68 lakh 8 thousand 953.
