A committee formed by the Ministry of Housing and Public Works has started investigating irregularities in 13 projects of Chittagong Development Authority (CDA) approved during the Awami League government.

And the members are - Nazmul Alam, Deputy Secretary of Planning Branch of Ministry of Housing and Public Works, Architect Zerina Hossain, Board Member of CDA and Advocate Syed Kudrat Ali.

On Saturday (January 11), the members of the committee came to the CDA office and held a meeting with the project stakeholders. Kamal Uddin Six of these projects have already been completed. Remaining seven projects are in progress.

The five-member committee will investigate 13 projects taken up during Abduch Chalam's tenure as CDA chairman in 2009. Other members of the committee are - Ministry of Housing and Public Works Planning Branch Deputy Secretary-2 Md. Nazmul Alam, CDA Board Member Architect Syed Zerina Hossain and Advocate Syed Qudrat Ali.

Abduch Chalam's received 13 project Feasibility Report, Project Feasibility Report Tor (Terms of Reference), EIA Report, Implementation Monitoring Evaluation Department Report, Tender Documents, Contractor Selection Process Documents and PEC for ECNCECGiven by the investigation committee.According to CDA sources, Abdul salam served as the chairman of CDA from April 28, 2009 to April 22, 2019. In these 10 years, he undertook about 30 projects, small and large. In between, he implemented many projects and could not complete many projects, which are still ongoing. Out of these 30 projects, 13 projects will be investigated by the committee.

In an office order signed by CDA Secretary Ravindra Chakma, it is said that an investigation committee has been formed to investigate the irregularities and corruption in the past development projects of Chittagong Development Authority (CDA). For the purpose of investigation, the following documents are directed to be furnished within three working days of receipt. In addition, in that order, all necessary documents and files related to the implementation of the project are safely stored and the concerned project managers have been instructed to cooperate in the investigation work of the committee.

The 13 projects of CDA are – Elevated Expressway, Bahaddarhat Flyover, Muradpur Flyover, Kadamtali Flyover, Drainage Project, Kalurghat-Chaktai Ring Road Project, Baklia Access Road, Chittagong City Outer Ring Road, CDA Square, Kalpataru Project, Saltgola Dormitory, Chittagong Metropolitan Master. Plan, Bayezid Link Road Project.When asked about this, CDA Chairman Engineer Nurul Karim said that since 2009, the ministry has started the investigation of irregularities and corruption in the ongoing projects of CDA. The ministry has also made a committee of five members to investigate these.

Another office order signed by the secretary of CDA also states - name and full address of the contractor organization, project DPP/latest RDPP, necessary documents related to purchase according to the project purchase plan, documents to accept the goods purchased for the project, project drawing and design, estimated cost of the project and so onRevised cost, project consultant report, project contract, project PEC meeting report, project steering committee meeting minutes, plot/flat allotment list (since 2009), ongoing project time-based work plan, project physical and financial progress report and project implementation.

The investigation committee has given instructions for safe storage of all necessary documents and files and overall cooperation in the investigation work of the committee
