The aggrieved people have filed a written complaint against the alleged corrupt District Registrar of Thakurgaon Md. Helal Uddin with the ACC Chairman, Law Secretary and the Inspector General of the Registration ( IGR). In this allegations, numerous bribery-corruption, irregularities and unethical activities have been mentioned.

The Ministry of Law will investigating the complaints filed against Helal Uddin on behalf of Bhumi Adikar Bastobayon Sangstha, a human right organisation working with land rights.

In all these allegations, Helal Uddin's bribery and corruption including business abroad without the permission of the government, using multiple passports violating the rules, doing business without the permission of the government even as as a government official.

The matter of becoming the owner of houses and cars and multiple flats with the illegal money of bribery and corruption have been mentioned.

When the ACC filed a charge sheet against him in the Karail Basti deed scanfal of Gulshan with crores of taka of bribery, he continued widespread corruption while the case was ongoing in the Dhaka Judge's Court.

District Registrar Helal Uddin was turning the office into a hideout of bribery, corruption, irregularities and anti-social activities while he was the district registrar of Sherpur district.

Not only this, the Law Ministry transferred him to Thakurgaon district on the charge of making objectionable remarks to a woman sub-registrar of Sherpur district.

District registrar Helal Uddin has used various helpless women copyists in various tactics.

To investigate the allegations that 79 copyists are working in Sherpur sub registry office with their fake appointment. Not only that, District Registrar Helal Uddin took a large amount of money from 79 copyists by threatening to send them to jail.

Appointment of acting registrar with fake approval. He took huge sums of money in exchange of cashiers, assistant cashiers, peons, counterfeiters. Sometimes district registrar Helal Uddin has harassed his subordinates by making false allegations against them.

By joining Thakurgaon, Helal Uddin is grabbing lakhs of taka every day through bribery and corruption by holding the officials and employees of 6 sub registry offices of the district as hostages for various reasons. And Rabiul Kabir, Assistant of Thakurgaon Sadar Sub Registry Office, is helping him behind the scenes of corruption.

In the name of Rabiul Kabir's corrupt district registrar Helal Uddin, he collects a total of 7000 to 50000 taka per document for a commission fee of 200/- per document and 300/- per duplicate document.

Thus the monthly income of Helal Uddin from Thakurgaon district is about 20 lakhs. On the other hand, Thakurgaon district registrar Helal Uddin took the additional responsibility of the district registrar of Dinajpur district.He attended Dinajpur office two days a week Sunday and Monday. By joining there, he increased the bribe money to all the officers for every document and forgery in his name. Birganj sub registrar Ripon Mandal has now been caught by the ACC after going to supply Helal Uddin's bribe money.

A complaint was made against Birganj Sub-registrar Ripon Mondal on May 3 by calling ACC's emergency helpline number 106.

Based on the complaint, an investigation team consisting of Deputy Assistant Director Kamrunnahar Sarkar, Assistant Inspector Md. Mizanur Rahman and Senior Assistant Md. Shahjahan Ali led by Assistant Director of Dinajpur District Anti-Corruption Commission (ACC) Md. Ismail Hossain came to the sub-registry office and sensed their presence and found counterfeiters involved in corruption. Suman, Rashid and others took necessary documents and evidence and hid in the private room of a sub-registrar by hanging the lock.

Later, the ACC investigation team broke the lock of the room and interrogated Ripon Mandal, who was involved in bribery, for a long time.

Deputy Director of District Anti-Corruption Commission Ismail Hossain accepted the allegations of bribery and corruption brought against Ripon Mandal as true in the preliminary investigation.

He said that despite having field papers and namesari to do the deed, information was found that the deed was registered with a bribe of 7000 taka on the pretext of the road deed. He assured to investigate numerous other verbal complaints against Ripon Mandal. When the ACC team wanted to leave the place after the investigation, the agitated local crowd took out a protest march demanding the arrest of Ripon Mandal.

At one point, the police force of Birganj police station reached the spot and brought the situation under control.

Mizanur Rahman, who complained of unlimited bribery corruption brought against sub registrar Ripon Mandal said. I was subjected to endless harassment and forced to file a complaint with the ACC.

Before district registrar Helal Uddin visited the spot, Birganj Upazila Nirbahi Officer Md. Fazle Elahi and Assistant Commissioner (Land) Rajkumar Biswas visited the spot.
